في ظل التغيرات التقنية السريعة والتحولات في أوضاع السوق, فإن النظام التعليمي واجه تحدياً كبيرا تمثل بالحاجة إلى توفير فرص تعليمية إضافية دون الحاجة لرصد ميزانيات إضافية. لذلك فإن العديد من المؤسسات التعليمية بدأت تواجه هذا التحدي، وبدأت فعلاً بتطوير برامجها من خلال الجامعات التي تعتمد برامج التعليم عن بُعد. وهذه بدورها تتيح للبالغين ممن يعملون في مؤسسات عسكرية او لديهم التزامات مدنية، فرصة أخرى للتعليم الجامعي, أو تصل إلى الأشخاص الأقل حظاً سواء من حيث ضيق الوقت أو المسافة, هذا ماعدا أن هذه البرامج تسهم في رفع مستوى الأساس المعرفي للموارد البشرية دون الحاجة للتفرغ للدراسة الجامعية. وقد بات عصر التعليم عن بُعد والتعليم المفتوح واقعاً ممكن التحقيق بعد أن كان حلماً بعيد المنال بالنسبة للكثيرين في كافة أرجاء العالم. يهدف البحث الحالي الى استعراض عدد من تجارب الدول على الصعيد العالمي والعربي، والاطلاع على امكانية تطبيق مثل هذه التجارب في الجامعات العراقية.
In light of the rapid technological changes and shifts in market conditions, the education system faces a challenge regarding the need to provide additional educational opportunities without the need for additional monitoring budgets. Therefore, many educational institutions began to face this challenge, and actually began to develop programs of universities and distance education programs vinegar. The era of distance education and open education has become a reality as possible after the investigation was a distant dream for many people all over the world. The e-learning is an ideal way to help large segments of the community members who force them social and professional responsibilities to not to leave their communities or their country. Many of the participants have access to the internet from their offices and homes. |
