يهدف هذا البحث إلى تحليل اثر العلاقة بين إجراءات فتح الاعتماد المستندي وتنفيذه وهي إحدى مراحل عملية فتح الاعتماد المستندي الذي يعد من أهم الخدمات المصرفية الخارجية التي تقدمها المصارف لزبائنها وبين التزام المتعاقد بالتنفيذ ضمن السقف الزمني المحدد بالعقد لدى عينة من المصارف التجارية العراقية, استخدم البحث الحالي المنهج الوصفي التحليلي حيث تم تصميم استمارة استبيان وهي أداة البحث الرئيسة لجمع المعلومات بالاستناد إلى الأدبيات التي تناولت موضوع الدراسة والضوابط الخاصة بفتح الاعتماد المستندي للتعرف على التأثير بين متغيرات البحث, إذ وزعت (70) استمارة وكان القابل منها للتحليل (67), وتم تحليل الإجابات باستخدام الوسط الحسابي والانحراف المعياري واختبار مستوى التأثير بين المتغيرات بالانحدار الخطي البسيط. وقد تبين اتفاق أراء أفراد العينة على تأثير تلك الإجراءات واستنادا إلى الاستنتاجات تم صياغة مجموعة توصيات كان أهمها التوسع في تمويل عمليات فتح الاعتمادات المستندية لصالح المشترين العراقيين, وعلى الادارة المتعاقدة لدى أعدادها دراسة الجدوى تحديد الوقت الكافي لإعداد مستندات الاعتماد وتجهيز البضائع ليتمكن المتعاقد من تنفيذ التزاماته ضمن المدد المحددة لارتباط ذلك بواجبها في استمرار سير المرفق العام بانتظام, وتصفية مبالغ الاعتمادات المستندية المستعملة وإعادة مبالغها إلى خزينة الدولة. This research aims to analyze the effect between letter of credit opening and implementation procedures which considered one of the most important Foreign services submitted by bank institutions to their customers on Time contracted time limit commitment contract by some Iraqi commercial banks, descriptive analytical method used in This research The questionnaires designed a tool main research to gather information to get to know the effect , Seventy questionnaire forms were distributed, sixty seven forms were analyzable , The answers were analyzed by the arithmetic mean and standard deviation and test the level of influence between variables simple linear regression. The result showed the presence of effect and According to the conclusion, many recommendations were formed the most prominent was expansion in the financing of opening letters of credit operations for the benefit of the Iraqi buyers, The administration to identify enough time to prepare a letter of credit requirements , and settling of opened accounts then repack to the government safe. |
